Project Announcement--99 MW Peaking Power
January 3, 2006 -- Lowell Power Generators LLC (LPG)
announced today that it has commenced filing applications with state
permitting agencies for the construction of a 98mw gas fired power
plant next to the existing L'Energia plant on Tanner St. (near the
Lowell Connector). LPG is working with a team including DG Clean Power
LLC and Global Resource Industrial and Power. The plant will operate as
a "peaking" unit and subject to approvals will commence operation in
June, 2007. "The LPG facility," stated Joseph S. Fitzpatrick of DG Clean
Power "will run for a limited number of hours when electric demand is
at peak requirements or when a transmission line is out of service. It
will respond to the need identified by the New England Grid Operator
(ISO) in recent months for such facilities to keep pace with growing
power demand. A similar project was permitted at this site in 2000." City Manager John Cox stated that "I am pleased to see
development in the Tanner St. area that is consistent with our Master
Plan, will create up to 125 construction jobs and add an estimated
$500,000 annually to the tax base. We will monitor the permitting of
the plant to assure ourselves that the project can be compatible with
the neighborhood." The LPG team has had significant prior experince in developing
power plants in the Northeast, including plants in Massacusetts. Global
Resource recently constructed a similarly sized plant for the Long
Island Power Authority in 2005 and is associated with Barletta
Contruction, a Masachusetts based contractor.
